With
the effectiveness of New Chemical Substance Registration System in China
from October 15th of 2003, and its revision from
October 15th of 2010, no NEW
chemical substance is allowed to be imported, manufactured
or used in Mainland
China, unless it is registered in China – the system is
also known as China's REACH.
New chemicals refer to these chemicals that are not listed
in IECSC i.e. Inventory of Existing Chemical Substance of
China.
New Chemical Registration
means registration of the chemical to MEP (Ministry of Environmental
Protection of China) by submitting a set of documents (including property
data of the New Chemical Substance, its estimated effects to
environment, to human, etc.) to MEP for
evaluation and approval.
Property data must
include these obtained via tests conducted inside China by using Chinese test organism
by certified labs.
As from October
15th of 2010, companies outside mainland China must use a qualified
Chinese Notification Agent to make New Chemical Substance registration to MEP.
