China Re-ignites IECSC Supplement

China’s Ministry of Ecology and Environment (MEE) Issued Notice on China Inventory of Existing Chemical Substances (IECSC) Supplement on June 28, 2019.

 

Substance Supplementary Scope: Chemical substances that have been legally produced or imported in the People's Republic of China before October 15, 2003, which are not included in IECSC.

 

Application submission: Relevant chemical substance enterprises including manufacturer, importer and user, relevant industry associations and other related units can fill in the application form, attach related materials proving the chemical substances meeting the above-mentioned supplementary scope, send the paper material and email the scanned materials to MEPSCC before September 30, 2019.

 

Related proving materials may include sales invoices, Customs Declaration papers, industry statistical materials, chemical yearbooks, government papers, public publications and other material that can prove the chemical substance was legally produced or imported in the territory of the People's Republic of China before October 15, 2003.

(2) Compliance inspection. MEE will organize experts to review the submitted chemical information.

 

(3) Public Notice. Applications that the experts consider meeting the requirements after will be publicized at Ministry's website for comments for 10 working days.

 

(4) If no objection, the reviewed substances will be included into IECSC.

 

No new chemical substances may be produced, imported or processed without registration in China. MEE will increase the investigation and punishment of illegal production, import and processing of new chemical substances.
