Since China CFDA had issued 2013 No 10 rule《about matters relevant to the regulation of administration of cosmetic products registration》on Dec.16^th 2013, the filing system of cosmetic products have be simplified as following：

（1）Instead of issuing domestic non-special use cosmetic products filing certificates，CFDA made an adjustment to a new operation of completing basic information on the internet，which means the information of application need to be more professional and will be more transparent to the social public with the public inquiry function added.

（2）The provision of CFDA will in charge of approving several sections of imported non-special use cosmetic products, which means the requirement of approving will be more professional and strict.

（3）Test data and analyze report will be needed to prove the whitening function of products which have been classified as special use cosmetics products.

（4）Cosmetic company should provide proof of evidence document of animal organ and blood material in the filing system of non-special use cosmetic products that all follow-on work are based on the need of providing animal test report (skin test) firstly.

Please ensure whether your raw material for cosmetic is in the list according to《the list of having used cosmetic raw material name（draft for comment）》,hereinafter referred to as list, issued by SFDA on Jan 23^th 2014.

It is known that after the confirmation of draft, all the raw material for cosmetic should be included in the list. Otherwise cosmetic company need to apply for new raw material for cosmetics registration and get the approval certificate. It is high time we make sure whether raw material is in the list. Meanwhile you can refer to：/html/hzp/view602.asp  . Otherwise should submit document about your new raw material for cosmetics before Feb 20^th 2014 in order to guarantee its validity.
